IP ban is useless, most residential Internet connections have a dynamic IP.
And you're right about "Agent X". We will only react in very severe cases to his reports as he's a well know troll himself.

It's quite useless to ban a player by ip, as IP adresses from ISPs do have the tendency to change after a period of time. Also esp. those players have the tendency to use VPNs - although we're already blocking some well known VPN IP-Ranges, it is impossible to block them all without potentially affecting normal players using a vpn, too.
If all players be consquent in putting those troll players on their personal ignore-list, there won't be any problem anymore with that kind of players, as muted/ignored players chat messages won't be displayed for you anymore. The player itself does not even realize if he is put on ignore by a player or not.

Putting those kind of players on the ignore-list isn't a solution in my point of view at all, as I don't want not even one to be able to read that kind of disgusting insults thrown at me, and I want to be able to read those too if they appear, at least to take some action against it (like I usually do, though it's quite annoying to do again and again).

Even though residential internet are on dhcp, normally the modem will remember the last dhcp based on your mac address. So just releasing/renewing the dhcp lease is not enough to force new ip on my isp. I have to change mac address of my gateway, then i get new ip. So i wouldnt say its useless. but maybe not worth the trouble.
That's not how it work with a lot (most?) ISPs. For instance in Germany you'll get a new IP on every reconnection. Usually the ISP forces a reconnection every 24h there.

I agree with you on one point: bingo players are one problem, insulting players are another problem especially when their words are violent (death, disease, personal life ...). In my opinion, this cannot be accepted, whatever the person targeted.
But let's be honest X tnegA : by ruining the game, you inevitably create frustrations and you have to expect reactions from players. It's not surprising and you can't complain about that. Don't throw gasoline when fire starts ... or play normally.
